As per the recent memorandum from Ron Haney:

The OPP legal department and the Ministry of Community Safety have determined that transportation security personnel and the jobs of film and television watchpersons (workers who watch over trucks, equipment and property) must be licensed security guards as required by the Private Security and Investigative Act, 2005.
